What's the max amount that a wheel can be re-dished?

I have a rear wheel which is about 2mm out of alignment and a frame which is 3mm out of alignment. I'd like to re-dish the wheel to fit a wider tyre. Is it possible to re-dish by 5mm? The rim is 622x19.

How many turns with a spoke key?! Thanks.
