Headset question

I just picked up a used synapse carbon 2016. And when taking the headset top bolt off and the stem the forks just drop out. There doesn't seem to be that extra little ring that stops the forks from falling out. Is this still fine to ride without or do I need a new headset?

    Do you mean the compression ring that sits inside the upper bearings? I've never seen a headset without one, maybe worth a Google if you can find the brand of headset.
