An other crack

Hi, broken derailleur last week and when taking it off, I also removed the band from the frame for cleaning it. But after found a bulge in it underneath on the sit tube, I have taken the paint off and found as below. Probably overtorqued, it may have been there for years.

It is a crack in your experience ? Does it need repairing? If I put pass my finder nail you feed a depression but does not actually stops.

    It looks cracked but I'm sure you are in a better position to judge than us.

    I think I'd want it repaired - it may not need it but if I'm descending at 50mph wearing lycra I don't need the thought my frame is compromised in my head.
