Drop to flat bar conversion - Btwin Triban 520

I bought the Triban for my son originally for tri etc, it was handed down to my daughter, but she isn't keen on the drop bars. To encourage her to cycle more I'd like change the bars over to flats.
The bike has Claris entry level gears and brakes. So I worked out I need the flat bar indexed version.
I've seen combined brake and gear levers, labeled For Shimano ST-EF51. They're 3 x 8, 22.2mm, I guess they are replicas since they're being sold for less than £12. Would these work?
Now handlebars seem to be 25.4, 31.8 and 35mm. I haven't found any 22.2mm ones. Do they taper at the ends?
Do I need a new stem for it? It wouldn't be a bad idea to raise the front, so I don't mind.
Would the new stem fit on the existing steering tube?

Ok, I measured the current bars, 31.8mm, tapering to 22mm.
I've bought a set of Shimano ST-EF51 and matching brakes cables.0
