Axle replacement

Hello all,
I wanted to replace the quick release axle with a fixed axle. However once I take off all the lock nuts etc with bearings exposed etc, the axle will simply not slide out. It's still stuck inside? Any ideas what's going on please?

Why do you want to do that?
The solid axles are fitted to low end budget bikes, made of inferior steel to a hollow axle.
I've managed to snap a solid axle but never a hollow axle.
If the reason for the change is to guard against theft, then you can get security skewers that need a special tool to remove. Even an skewer with hex end is a step as the casual thieves aren't likely to have one.0
