I'd get the whole thing blasted and powdercoated - should be around £80 for a bang sweet tidy finish that is bombproof, has all the rust taken away and will last forever.
By the time you have bought wire brush, bought paint, bought masking tape, degreaser, time taken just drop it off at the powder coater.
Decals off eBay for a tenner, Lifeline cables from Wiggle, whole bike sorted for about £120.

what you say makes a great deal of sense but I had a frame blasted / powder coated and I still had rust come through later. Yes, probably not a good job but at 100 quid I was not amused
So I stripped the powder coat and rattle canned the frame.
