Wire brush/blast, prime, spray or if not bothered on finish brush.
Paint from paint factor or Monsieur Bricolage.
if going for whole frame then powdercoat..The camera down the willy isn't anything like as bad as it sounds.

Yes, I will have to paint the whole frame. How do you feel about this place? Thanks

I feel that place is fine. its steel so groovy gravy.
I'd get the whole thing blasted and powdercoated - should be around £80 for a bang sweet tidy finish that is bombproof, has all the rust taken away and will last forever.
By the time you have bought wire brush, bought paint, bought masking tape, degreaser, time taken just drop it off at the powder coater.
Decals off eBay for a tenner, Lifeline cables from Wiggle, whole bike sorted for about £120..The camera down the willy isn't anything like as bad as it sounds.

Plus a good dose of a rust converter internally, followed by Waxoyl or Framesaver, so it doesn't rust from the inside out.1

Definitely blast it and make sure it's not like a block of Leerdammer.Ben

what you say makes a great deal of sense but I had a frame blasted / powder coated and I still had rust come through later. Yes, probably not a good job but at 100 quid I was not amusedMattFalle said:

So I stripped the powder coat and rattle canned the frame.

+1 for powdercoat. Got my 531 done a few years back, excellent finish and tough.
It's just a hill. Get over it.0
