Campag Freehub spins slow with axle finger-tight

Hi,
Hopefully an easy fix for this...
I've got a Campag rear wheel. I can loosen / tighten the two axle nuts by hand easily. Obviously unscrewing them gives me access to the cartridge bearings and also means I can remove the freehub body.
I bought the wheels secondhand and notice that if I tighten the nuts to finger tight, the freehub is very stiff and doesn't really spin much.
I'm wondering if the previous owner has lost a bearing cover on the freehub side (?). You can see the bearing in the picture below. Should this be covered? A hub schematic would do the trick but I don't know what model they are.
I've had the freehub off myself, cleaned it, regreased it and put back together... but as I say as soon as it gets finger tight it spins really slow / lots of friction.

there are campag specialists in here but i would have expected to see a washer between the hub and the freehub body. was there one present? and also a spacer in the free hub0
