Purely academic interest insurance charges

Purely out of academic interest, does anyone know what if any affects the new personal injury laws has on cyclist?
The new rules came into effect April 2020 designed to reduce fraudulent and exaggerated whiplash claims mainly low velocity impact car on car claim...there was as talk of cyclist being exempt from these new rules regarding CFA/no win no fee/access to justice... There now seems to be 2 portals one for claims valued less than £5k in which case DIY if over then can get legal assistant.
There is also the question of any success fees applying in the event of a win and legal fees exceeding I believe 25% of award and it'll be down to claiments to negotiate with their legal representation their fees...?
So as cyclist should we be worried about this new Act?
