measure setback?

Hi - i've had a few different answers on this but can anyone confirm if seatpost setback is measured from centre of post to centre of clamp?

in my case the bottom clamp doesn't move so would use this to measure - I have a Cannondale C3 27.3/300m post and the setback looks a lot more than the claimed 15mm.

That's how I'd measure it (centre of post to centre of clamp), but I can imagine manufacturers all do it differently!
