uploading photo in classified ads

Hello
can you help me upload a photo in classified ads. Seems that sometimes when you click the photo icon you get option of "choose file" and other times only to add "Image URL"

Can you advise

    You should see both options when you click on the photo icon.
    I always just select 'choose file' and then select the photo(s) I want to post from my photo library.
