semi-integrated headset washers

Got a semi integrated headset on my new bike and the dust cover was not sitting right,it had about half a mm gap so I took the headset off and it had 3 washers that seemed to be causing the problem even with just one installed the cover would not sit.
Is it safe to leave them out of the headset?


The cover sits flush without them.

    It's probably not supposed to fit completely flush, as the parts will rub. If there's no contact then the spacers can be left out, but their purpose is to prevent anything from touching and preventing the headset from turning freely.
