Tiagra 4700 right sti issue

Hi all,the sti on the 10 speed change has started playing up and will only move 7 gears....i have sprayed everywhere In the lever with WD40.....readjusted the cable,made sure it was not trapped.....checked to make sure i can move the derailleur to the top cog manually....this bike just sits on my indoor trainer so it has never got dirty or any grime in the components......any ideas before i have to purchase another lever?.....thanks for any solutions in advance
