Which bike is best for her?

My wife can't ride a normal bike. Her knees won't let her due to an operation she had on them. As she turns the crank and her knee comes up she is unable to complete the revolution. Is there a particular type of bike available which might ease this problem? I had considered a recumbent, but that would be a problem negotiating the cycleway barriers.
