https://cricklesorg.wordpress.com/ (free and you give it permission to access your Strava data) gives you a Lactate Threshold Heart Rate estimate, among other features.

My LTHR is currently ~167bpm, so if I ensure I stay under that, I should be able to maintain that level of effort for at least 20mins.

I use mine to complement my power meter when training. When I TT I only have average power, heart rate and distance covered visible on the Garmin - generally I know what my LTHR is, and it's useful for me to see when I'm just above or below it as I know I can give it a bit more or need to dial it back a bit (only really useful on 25s and above cos a 10 is pretty much all out and ignore the numbers). Never bother with HR or power in road races or crits as it's not much use in those
Fat chopper. Some racing. Some testing. Some crashing.

In the absence of power metering I use a heart rate monitor to calibrate my effort on longer rides (>10 miles) and to accord with the day's training objectives. At the age of 70 it's an essential bit of kit, which is why I'm finding my current problems with Wahoo Tickr and iPhone 8 (separate thread) extremely frustrating.
