Wondering what the torque should be on the one bolt.

    Its a 6mm bolt

    Stand astride the frame and grip the wheel between your knees/legs. Use some moderate sideways force on the bar ends to see if you can move the stem in the steerer. If you can, it's not quite tight enough.

    You're not worried about crushing a tube with too much force with this kind of stem.
