Dual brake lever maintenance

I have a Boardman CX Comp from 2014 which comes with 2 pairs of brake levers on for each mechanical disc, one on the tops and one on the hoods. The tops are set nicely but the hood on the rear is a bit weak to the point where it can slow but not stop on a hill.

Is there a term for this set up as I'm struggling to find a guide to show me how to be able to tighten the cable on lever 1 without loosening lever 2.

    You need to loosen the cable in the inline brake levers before you can tension the main brake. They're pulling the same bit of cable.
