What is this? Giant Contend SL 2 Disc

Hello,
New to road cycling and just bought myself a 2019 Giant Contend SL2 Disc... so far so good... but wondering, what is this that came with it??
Looks like something to do with the seat post but didn't come with any screws?
Also side question - does anyone know if my tyres are tubeless? PR-3-AC? I thought they werent but it came with a 'Giant Tubless Tyre' guide too.

It’s a collar that allows you to fit a rack to the back of the bike. And no the tyres aren’t tubeless but the wheels are tubeless ready so you can fit tubeless tyres.1
