Did you only replace the inner? Are you sure you routed it correctly?

Here you go, start at step 3 unless you moved the front mech

Have you routed the cable correctly into the derailleur? That can have a marked effect on how much force is needed at the shifter. Looks like a few others have had problems with these, there's another thread here and various links and instructions. It seems there is a special tool for routing the cable into the mech, have you used that?

If you disconnect the inner cable, you will almost certainly need to index the derailleur again and set the cable tension accordingly. Shimano shouldn't be stiff to operate. If you have set it up correctly, are you sure that you haven't frayed one of the cable strands inside the outer or the outer isn't full of gunk?

Back off the limit screw on the front derailleur (limit for the small ring). This will enable you to pull the cable and fix it at a lower tension. Then once you tighten up the limit screw the tension will increase enabling correct shifting.

did you shift it into the smaller ring i.e. relax the tension on the shifter lever before fitting the cable? If you forget to do this the cable won't be tight enough

On the next, check that the cable is routed correctly around the cable clamping bolt. It won't work as well if it's on the wrong side, but shouldn't be that stiff.

Does the mech move at all with the lever?
Try disconnecting the cable and moving the next by hand to check for undue tension.
Hold the loose end of cable and operate the lever. Does the cable move freely in both directions?
