Excuse my ignorance here!
Is it the top cap or the bolt inside I use to tighten the headset down?

Loosen the stem bolts then tighten the top cap. Once you have no play but the steering turns freely tighten the stem bolts to lock it in place.
Lift the front wheel to check steering turns, you can’t get a good feel for drag with the wheel on the ground.
