How much assist do Pedelic ebikes need?

Today, one of those 28mph / 45 km/h Pedelic ebike decided to sit on my rear wheel and draft me all the way home.
I am used to getting other cyclist on my rear wheel who are too lazy to pedal themselves. But someone who “pedals” a scooter basically and then still needs more assist from me? I guess some people have no shame.
