I only ever use overshoes when it's really cold or raining, my neoprene overshoes sweat my feet if it's not freezing so I'm looking something to keep my shoes dry when the roads are wet but not raining?

Apologies in the sense that this doesn't 100% answer your question but I tend to use toe covers e.g. from Castelli. They will keep your feet dry up to a point and are less sweaty than overshoes, but eventually your feet will become wet. It just depends what your personal tolerance is. I barely use full overshoes now.0

Waterproof Otter socks from Amazon (£20) work well for me, combined with Shimano MW7 Gore-tex boots. Warm in the dry cold winter and waterproof if you need it.
I also use mudguards all winter which certainly helps keep the crap away.0 -
Waterproof shoes or boots. Anything else has holes in the sole and you can't cover them totally with shoe covers because of the cleats.
Or second best, shoe covers that aren't neoprene. Summer waterproof overshoes exist.0 -
R.e. the comments on waterproof socks and the like...I haven't tried them but aren't they rather sweaty (per the OP's query)?0

I don’t sweat in my seal skinz waterproof socks, they’re not plastic or skin tight. In fact I sometimes wear another pair of socks under them if it’s cold.
Bikeit65, they’re just normal socks with a waterproof lining. On days when it’s still biblical raining your feet get wet as the water runs down your leg, but for spray from wet roads I find them ideal. Mine aren’t thermal, they weren’t cheap but I’ve had my money’s worth out of them. I ride Mtb as much as road, my mtb shoes aren’t waterproof so these socks do a great job of keeping me dry from puddle splashes etc.
I also use Velotoze overshoes for wet roads, they’re a thin latex rubber so not offering any warmth but do keep shoes clean and feet dry.

I don't notice them being sweaty. I sometimes wear a thin pair of running socks underneath as well.You can fool some of the people all of the time. Concentrate on those people.0 -
For wet roads when it's not too cold, I use light non-neoprene overshoes like Pearl Izumi WxB or Endura FS260 Pro Slick. Otherwise I'll use neoprene covers over winter boots. For really wet days I use Spatz Pro under tights. I've tried Velotoze but they're way too fragile and too much of a pain to get on and off.0
