Anyone recognize this handlebar stem

Stem attaches to a horizontal stub, which in turn is attached to the steerer, it looks like in principle the bar could be mounted directly above the steerer?

    Think it's an ergotec, and only rated about -20 to +40 degrees (though quite why is not apparent)

    It looks like a copy of an Ergotec Swell R stem.
    It's a pointless complication and weak point on a bike. I doubt many, if any riders ever adjust such a stem again after initially fitting it and setting the stem angle they want.
