MTB Wheel stuck / stiff

I've a 15mm thru axle in a DT Swiss wheel and the wheel doesn't spin. I've loosened the brake calliper - to eliminate them rubbing - I've also greased the thru-axle but the wheel doesn't spin.
If I loosen the lever then the wheel spins...it only seems to be when it is fully tightened.
Bearings were serviced in the last month too....
Any ideas?

    Sounds like you might be overtightening the through axle and pinching the bearings possibly

    It's literally the least amount of resistance on the lever to get it tightened. Wheel stops spinning right away

    Given that the wheel was rebuilt recently I would be revisiting that and double checking.
    Too many bikes according to Mrs O.
