Raleigh X1 Hybrid

Hi all. New to this forum and recently getting back in to cycling.
My wife is riding an old Raleigh X1 Hybrid bike for leisure. The tyres are rather shot so I wanted to replace them and use the opportunity to change to perhaps cyclo-cross tyres. Reason being she wants more grip and comfort over mixed surfaces like gravel. Has a baby seat on the back so losing the skinny smooth road tyres and subsequent speed is not an issue.
Trouble is I have no clue what cyclocross tyre size I can get away with. Would like something wider and bigger tread but not too aggressive like MTB.
Size on existing tyres say 28-622 (28 X 1.1 - 700 x 28c)
How wide can I go? Plenty clearance on the back and front. Any links to tyres would be greatly appreciated.
Thanks
Naj

Depends on internal rim width of the wheels and then giving at least ~5mm clearance to the frame and forks. Rim brakes could also limit how wide you can go.================
