tyre issue

Just put a new tube in my daughters cheap barracuda bike 700 x 23 c after a series of recent punctures, It's a short valve type vavert tube. Around the area of the valve the tyre bulges on inflation and wont sit as it should inside the rim of the wheel. Deflated it and wiggled it around a few times, but no luck. I'm wondering if it's caused by rim ware. It's a five year old bike which has covered about 4000 miles. Anyone got any ideas ?

    You need to push the valve back into the rim, push the beads of the tyre down to seat them correctly on the rim, then pull the valve back through. Inflate with the valve pulled through until the pressure holds it there. Job done.

    Also don't put to.much air in the tube when initially fitting it. Some air just to give it shape then do what pilot Pete said.
