Cheap replacement rear wheel

Had my rear wheel stolen from my Triban 540 flat bar

Would like to replace wheel, tire and cassette for less than £100.
Cassette is £18 on wiggle, another £15 on tire

So looking for a bang average, modestly priced 700c 28" inch wheel for 10miles of commuting, any suggestions?
