Bike for commuting and off road

I'm looking for a bike for my wife who will use it to commute to work (c.10 miles) but ideally it would be good for some off road mountain-biking use as we live right next to Swinley Forest.
She's currently using a 15 year old, non-suspension Trek mountain bike with some 1.7" road tyres I stuck on it but it's very tired and has the old cantilever brakes with little stopping power.
She tried taking that up the forest with my son but the tyres had no grip and she couldn't get up steeper or loose stuff at all.
I'm trying to work out if a hybrid would be best or a mountain bike with hybrid tyres or even a bike with two sets of wheels?
Any ideas?

Either a hybrid more made towards off road or a hard tail mountain bike on tyres designed for a bit of both0
