Truing with - 4mm off round, 1cm out of true

After a few broken spokes last season and riding on the rim too long with these spokes, I have replaced all 32 with sapim strong spokes.
The rim seems to be 4mm out of round and is 1cm out of true. Is this still fixable by tightening spokes?

    I wouldnt bother but I think it could be made to work.

    4mm out. Either the rim is out of round or you have managed to get the hub not centered in the wheel.

    Often when tensioning I find the wheel 2 or 3 cm out of true and 1cm radially out. It always fixable buy centering the hub and evening out the tensions. Getting the tension even may or may not centre the hub in the wheel. That has to be done then the tensions evened out.

    It's either a damaged rim, which can't be fixed or you don't know how to build a wheel. In either case, I suggest you don't fix it yourself
