Truing wheel - how tight spokes

When lacing a wheel, I found a guide that said only to turn the nipple 3 times initially.
Once all the spokes are on, do you tighten all the nipples fully and then check for radial alignment or should you only tighten them a certain amount to leave room for adjusting the circular aspect of wheel before doing side to side adjustments?

I tension the wheel a bit by feel (remove the slack) adjust trueness and dish and then progressively add tension until you get the one you wantleft the forum March 20230
