Arm on 3 speed SRAM?

I just took off the hub and detached all spokes to put stronger ones in and I noticed the 3 speed hub has a little metal arm. What does this do? It's not a coaster brake since the bike doesn't have the option....

It looks like it's the "Cable Stop Bracket" for the shift cable. Look through the manual, page 7 on.
