Head tube bearing

With reference to a previous post about rubbing/friction in my stem/head tube, i found a load of rust. I undid the stem nuts and the top nut to release the forks.
Where the forks meet the head tube was rusty so i cleaned it up.
The bearing that sits on top of the forks is rusty so i need to clean that. I watched a bike build video where the mechanic put some 'stuff' on this bearing before it slotted nicely in to the head tube. Mine just fell out.
What 'stuff' do you think this is? Whats it used for?
And yeah, probably need to replace bearing but i'm broke at the moment
