Confused by Rockshox damper

I have a set of 150mm revelations but they won't lock out, they are 2016 solo air RL.

The cap says Motion Control DNA Compression with a picture of a padlock, they are working as intended and the damper doesn't lockout or they are currently broken?

"Adjustments: External Rebound, Lockout Threshold - Low Speed Compression to Lock, Air pressure via common Schrader valve"

I am guessing by the spec of "compression to lock" that it should lockout.

No it should firm up the low speed compression damping. Firm but not rigid.

Not sure what your second sentence means?

Oh okay so they would never lock out completely then.

I wasn't sure if the damper/cap was broken or working as it was meant to.
Working as intended = never meant to lockout.

It does firm up quite a bit when the dial is used.

I removed the damper and clicked the little grey thing at the bottom twice anti clock wise and they lock out now, very simple, I was scared to open it up, wasn't sure what to expect.
