Might not be healthy for a carbon steerer, but doubt an aluminium or steel steerer would be harmed.

If you have a big enough hammer then anything can be "persuaded" to fit.
I wouldn't advise it though.
Buy the right stem.Sometimes. Maybe. Possibly.

Yeah, fine for that but the OP wants to fit a smaller stem onto a larger steerer. LIttle onto big won't go.Sometimes. Maybe. Possibly.

Cut the steerer flush with the frame, beat a 1 1/8 tube down the inside after coating with araldite. Fit the stem, job done. Or just buy right stem.0
