SRAM Guide SRC levers puzzle

I purchased two SRC levers and calipers for a bike build. But the lever does not push any fluid into the hose, in fact the lever does not move. Even with the hose removed the lever does not push fluid. I have tried bleeding (can't bleed as no fluid will pass into or out of the lever. Am I missing something obvious or is there a fault with the levers. I have another pair of SRAM guide brakes that bleed fine.

Are they new? If yes send them back.

Did you remove hose at calliper or at the lever0 -
Is there a wedge fitted to prevent the lever being accidentally depressed during transport or fitting?
