giro apeckx ii shoe problem.

I,ve bought these shoes online but for the life of me i cannot get the ratchet strap undone. It,s a two piece buckle the top
part of the buckle will not move and i think thats the problem the bottom part of the buckle does move but the strap will not budge . I,m frightened to put too much pressure on the top buckle in case it breaks off anyone else have this problem.
