Which torque for the wheel axles?

I'm confused, the thru-axle has two torque numbers on it :? Which one am I supposed to tighten to, 5 or 11?

    The 5 is for the hex bolt which presumably holds the lever on. The 11 is for tightening the lever.

    Thanks, so can I use a torque wrench to tighten the bolt to 11nm? Sorry - I realise I'm being dense here! I can't see how I could accurately turn the lever to 11 otherwise?

    If you take the lever off (undo the 5mm hex bolt), there might be something you can fit a socket on (I'm not familiar with this axle, so can't be sure if this is possible). Otherwise, just don't worry too much about it. 11Nm is pretty much as tight as you can do up a lever of that length with your bare hands. Turn it until you can't turn it any more, and you're good to go.
