Detectives! - find the missing part! Felt Z75

So.. I bought the z75 in Australia I moved it from Australia to the UK.. during the transfer I lost a piece I don't know exactly which one. I went to Decathlon and they were not sure exactly what was missing and that they didn't stock it..

Here are the pictures. It looks like there may be a piece of rubber missing between the handlebars and the stem, but I'm no expert

Please help me find the missing part and if you have any idea of where I can buy it that would be great!
