new wheels but lost a gear , help

I have just fitted a new set of wheels but I have now lost the 28t gear on rear cassette . They did come with a spacer but I thought that was for 10 speed or less cassettes but mine is an 11 speed . I have tried the barrell adjuster but I still cant select this gear , any ideas ??

    Sounds like the derailleur upper limit screw (for lowest gear) needs adjusted?

    Re-index the gears from scratch. You'll probably have to adjust the limit screws.

    Cheers guys , I think it was the H screw giving me the grief . Reset it all from scratch and now its dropping on to the 28t . Road test it tomorrow in the daylight .
