Grinding front wheel

I've picked up a couple of spare front wheels a couple of years ago.
Yesterday, I looked at one to swap it, and when I came to try to spin it - it wouldn't move at first. Using a spanner on the nuts, I got the wheel to turn, but it grinds as it goes round.
I took the hub out and had a look. the bearings are all present and can't see internal damage - do I need to replace the bearings anyway or just put a lot of grease in there?

Sounds like needs a proper strip down but I'd probably replace the bearings - assuming they are cartridge bearings. If they are cup and cone and the cups are corroded and pitted you can bin the wheels.......FFS! Harden up and grow a pair0
