What would you suggest be the best stuff I could get for circa 500-900?
-Is lightweight and nimble
-Large tyres
-Very upright position, I want it to be a cruiser -relaxing to drive bike.
-Front suspension would be a huge bonus.

Kind of mutually incompatible, you want a light and nimble sporty ride with a very unsporty upright riding position, while technically feasible, why would anyone make a bike that contradicts itself, it wouldn’t make sense.
What sort of use anyway?Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0 -
I've got a Boardman MX sport and I put a rack and panniers on it for camping (could use for drugs muling though) - not a mountain bike, not a road bile, works on farm tracks and roads. Go in to Halfords and have a look....take your pickelf on your holibobs....

Upright positions are no more comfortable than lower positions. Upright positions give better visibility and that is the only reason to go for it.http://www.thecycleclinic.co.uk -wheel building and other stuff.0
