Headset Help Merida Ride 5000

I had problems with a stiff headset on a Merida Ride 5000

When I removed the fork I saw a Rubber band race with ball bearings inserted into the rubber on the bottom where I'd expect to see an aluminium ball race.

Anyone ever seen this Rubber Race setup?

According to Merida the spec is an FSA BB410P/No.55E but when I look that up it looks like a standard bearing race in the diagram.

Alternatively if anyone has replaced bearings in this model what did you use?

    What year is the Ride and did you buy it from new? My winter trainer is a Ride 400 and has standard aluminium set up. Can't see why you can't change it to aluminium.
    I ride a bike. Doesn't make me green or a tree hugger. I drive a car too.

    I cannot find the upper bearing, bearing not marked
