How can I remove my rear wheel, it has weird things I’ve never seen

I’ve got a new bike and it needs new wheels. It’s a vintage track bike and the rear wheel has horizontal dropouts with these MKS japan things blocking the wheel from coming out. How can I get it out? Help haha

Undo the bolts quite a way with the correct sized allen key and push the wheel forward and drop the chain off the chainring and pull the wheel out of the frame.
