Large Bike Bag?

What I need is a bag to attach to the bike (Specialized Roubaix). This is for essential but fortunately not heavy medical supplies needed after a laryngectomy. Total capacity about three litres. OK it's going to look naff but no choice.
My immediate idea was a saddle bag but the only ones I could find were huge - 10 li or the normal tiny ones.
Bar bags seem possible - like this one?

So can anyone point me to a saddle bag or a more appropriate bar bag? Budget up to say £50 but could go higher.

Have you considered a frame bag as an alternative? Something like this maybe

If you need a really large saddle bag I think a frame type bag would probably look slightly better. Those are all modern styles but you can get more expensive ‘classic’ style canvas etc from some of the bespoke US specialists.
