Bike + baby seat required

My sister in law has asked me to advise her on a new bike for carrying around her 18m old daughter, on a budget.
I have no experience of this type of thing and was wondering if anyone knows a good, relatively inexpensive way of safely carrying around a 13kg esque child. I think the rear mounted seat looks best but can someone recommend a seat which works well and isn't too expensive and a steady bike to attach one too, as I think putting the baby in will make the whole thing fall over?
I did look at cargo bikes but they are pretty expensive

And don't forget the Follow me tandem once the child gets older.I ride a bike. Doesn't make me green or a tree hugger. I drive a car too.0
