GP La Marseillaise - terrorist precautions

Whats going on here then? 1. Bardet is riding 2. From what I can gather the neutralised start (in Marseille) for the peloton, is abandoned in favour of relasing riders bit by bit (groups every three minutes) and then somehow starting proper at 0km in the countryside?? However the bit by bit could take 45 minutes . This is being enforced by the police

On one hand its different on the other people who turn up get to see more of the riders at the start.
