2018 Pike RC - should it lock out?

Hi guys,
I've just got a new bike with a 2018 Pike RC fork with the LSC setting at the top. Coming from a Yari fork the LSC dial when turned fully clockwise stiffened the fork up so it almost locked out allowing a few mm travel unless you really pushed on it. However this new pike fork doesn't seem to firm up anywhere near as much.... is this right?
