True 23mm wide winter tyres

I am trying to fit a set of mudguards to my CAAD8 and clearance are very tight with the mudguards I am using so it must be a 23c tyre. I'm staying away michelin and continental and they tend to measure up wider.
Are there any true 23mm wide tyres that are suitable as a proper winter tyre?

There are a few 22mm wide tyres, hopefully their real width does not exceed 23mm:

one of my bikes came with it's own mudguards and won't go realistically above 23mm with the guards on, these fortezza fitted with the guards and also rubino pro 3's did (the old version not the newer graphene range)

23mm Conti gatorskins are your only hope. Nothing else above is really a winter tyre.
IRC formula pro tubeless tyres would be true to size in 23mm but i dont buy narrower tubeless tyres as they would be narrower than the rims I would fit them too. Also narrow tubeless tyres have down sides.
Your CAAD8 is a nice bike but is it a bike for guards - no it was never meant to take them. So I would get a bike for winter with more clearance. Keep the CAAD8 for dry weather or sell it. Thanks everyone. I have a set of the fortezza fitted at the moment and there is no rubbing unless I pick up some dirt/grit or I'm out of the saddle. They do size a little wider than 23mm so I wondered if there were any better options that weren't any wider than 23mm
Unfortunately replacing the CAAD8 this year isn't an option (financially) and I appreciate it is a compromise having to go with 23mm tyres, but it is something I will have to live with for the time being.0 -
