Help to identify Tandem frame builder - Chater - Lea

Hi Everybody! I'm trying to found out the builder of this tandem pre - restoration.
Chater - Lea lugs/headset/bottom bracket and dropouts. Serial number on the stoker seatpost D617.
Any ideas anybody?
