Are new brake pads supposed to leave a stain on clean cloth?

I have a few pairs of the Shimano J04Cs, which seem to be well received (http://www.jensonusa.com/Shimano-J04C-M ... Brake-Pads).
However, my problem is constant contamination after about 2 rides, which weirdly almost comes off with only hot water and bit of brushing. Anyway, the pads never seem "clean". They will _invariably_ leave a dark stain on a clean cloth.
I also tried with a brand new pair straight from the package, and same thing.
Is this normal?

the 'dark stain' will be a combination of finely ground brake pad and finely ground metal from the rim, plus some random dust from the roadmy bike - faster than god's and twice as shiny0

I blame wiggle, obviously not cleaning the pads before sending them out.
You should demand that they send someone to your house to clean the bike and dirty cloth immediately or you will post about it on their social media feed.0 -

That would be impressive, they are disk pads. My theory is dried blood from a pro cyclist!
Its just brake dust, the same as you get with car brakes.0 -
