I wouldnt have said he was ineffective, there is some skill at keeping a global sporting organisation on an even keel without attracting scandal or radically upsetting things, see how quickly FIFA seem to have slipped back into old habits and it was the perfect antidote to the previous regimes.
But it is fair to say alot of the stuff he had promised to do in his first manifesto, especially on the womens side of the sport, stalled, went nowhere, got quietly swept under the carpet, and Id agree it suggests he had an almighty tin ear not to have recognised he was going to lose so heavily, that result means less than 1/5 of the federations had any confidence in him, he clearly hadnt been impressing the right movers & shakers.
so will BC get a refund on the money they wasted on his re-election campaign0 -

The senate are elected by the "grands électeurs" - that is mayors and upwards. They are still largely PS and UMP (LR in fact) so there will still be a big intake from the traditional parties in the forthcoming election. So there must be something more behind his switch.
